Gathering reliable evidence is important to prove your case. Cheap low cost microwave leak detectors (pictured above) may be too unreliable. Many of these devices are a gimmick or toys to sell to the public afraid of microwave ovens. A Microwave Survey Meter ($700 - $1000+ price range) takes more reliable readings but is more expensive.

2.45 GHz = microwave oven/ magnetron.
75 to 110 GHz (W band) = Less-than-lethal weaponry, millimeter waves, Active Denial System/ gyrotron. 95 GHz = focused beam, millimeter waves, Less-than-lethal weaponry, active denial system.

Nardas SMARTS family of area monitors provides continuous detection of RF radiation within a specific area. Models are available to cover any frequency between 2 MHz and 100 GHz.
